His role in the Office of the President also required that he lead negotiations and interactions with officials for both the City of Los Angeles and the State of California. Further, Mr. Rising was the point person for CRC in its partnership with UBS, both domestically and internationally.

Mr. Rising has represented international law firms for their office space needs and negotiated lease transactions across the country for major corporate relocations. Mr. Rising received his Bachelor of Arts degree at Duke University with a dual major in history and political science. He attended Duke on a football scholarship (he was the recipient of coaching great Steve Spurrier's first scholarship after becoming head coach in 1987) and was a four-year varsity letterman. He was a starting linebacker and played on Duke's 1989 Atlantic Coast Conference Championship team. After his graduation from Duke University, Mr. Rising became a United States history and western civilization teacher as well as a football coach at his alma mater, Loyola High School of Los Angeles. In 1996, Mr. Rising received his Juris Doctor from Loyola Law School in Los Angeles and while in law school, he served as an extern clerk in the federal court of the Honorable William Matthew Byrne, Jr., the chief judge of the Central District.

Mr. Rising is active in politics both in Los Angeles and nationally. He has served as an outside advisor to several local elected officials and candidates. He has also taught a real estate leasing class at the University of Southern California's Marshal School of Business.
